Add WebTransport support

### What is the problem this feature would solve? The current version of Bun does not support HTTP/3, which limits its ability to leverage modern web protocols such as WebTransport. This can be a significant limitation for developers who require low-latency, reliable, and efficient transport protocols for real-time communication and other advanced web applications. ### What is the feature you are proposing to solve the problem? I propose that Bun adds support for HTTP/3, including full support for WebTransport. This would enable developers to utilize the latest web technologies for better performance and reliability, particularly in scenarios involving real-time communication, streaming, and other low-latency applications. ### What alternatives have you considered? Alternatives considered include using a reverse proxy like NGINX or Caddy that supports HTTP/3 to handle requests before passing them to Bun. However, this adds complexity to the deployment setup and doesn't offer the native HTTP/3 benefits directly in Bun. Another alternative is using other runtimes that natively support HTTP/3, but this would mean moving away from Bun's ecosystem, which is not ideal.
