The CIA has participated in some unsavory experiments on unknowing citizens in the past. While NSLs and the CIA have a tenuous connection at best, you did indeed bring the CIA into the conversation in the first place. I'd say that pointing out past government indiscretion (MKULTRA) is fair game, when we are considering the merits of another (NSLs).
