SCIM support

### Description Umbrella issue for Keycloak covering integrations through SCIM ([System for Cross-domain Identity Management](http://www.simplecloud.info/#Overview)). Delivering support for SCIM in Keycloak will be broken into multiple parts: * Providing SCIM APIs to manage users in Keycloak * Federating users from external SCIM service providers * Receiving push events from external SCIM service providers for real-time updates * Connecting identity providers with SCIM federation for authenticating users through OIDC and SAML, with background updates to users through SCIM ### Value Proposition SCIM offers an increasingly popular standard API for synchronizing users across multiple identity systems. ### Goals * Support SCIM REST APIs to manage users in Keycloak * Federate/sync users from external SCIM service provider into Keycloak * Support push based real-time updates to users * Support connecting identity providers with SCIM federation ### Non-Goals ### Details
