Unable to use microphone (affects Duolingo, Google Translate, and other sites)

## Brave Software staff comment (by @bsclifton) - **19 Nov 2019**: This feature relies on a Speech API key that we would need to create and pay for on a per-use basis. [We could enable this for our API key](https://github.com/brave/brave-browser/issues/3725#issuecomment-555694620) but the cost would be very high and there are privacy concerns. - **6 Jul 2023**: [We started looking at a custom solution](https://github.com/brave/brave-browser/issues/3725#issuecomment-1623880485). - **24 Jan 2025**: We have been continuing to look into a [custom solution using Lingvanex](https://github.com/brave/brave-browser/issues/3725#issuecomment-2613151950). Proof of concept has been done - but lots of challenges since starting to look at it initially. - **10 Jun 2025**: Current approach is to wait for improvements to WebSpeech API (Chromium 139; ~5 Aug 2025). [See comment here for more info](https://github.com/brave/brave-browser/issues/3725#issuecomment-2959189607). ## Original issue details by @MGRussell This issue was previously opened in the browser-laptop repo [here](https://github.com/brave/browser-laptop/issues/4476) and was archived without resolution with numerous OS/versions chiming in. [This](https://github.com/brave/brave-browser/issues/2802) may be a related issue which mentions that Webspeech API is disabled within Brave. ## Description The br
