Localization and support for different locales

### Check for existing issues - [X] Completed ### Describe the feature This ticket proposes the creation of a system to support different languages/locales within the Zed editor, for illustration, having the interface in Chinese or Spanish. The feature could take the form of a translation API used by the interface to fetch a text (see [GNU gettext](https://www.gnu.org/software/gettext/) or [native solutions](https://developer.apple.com/documentation/xcode/preparing-your-apps-text-for-translation) for inspiration), as well as another API and markup to create the translations ([Crowdin](https://crowdin.com/), [PO files](https://www.gnu.org/software/gettext/manual/html_node/PO-Files.html), etc). If this feature is considered, I would be glad to let you know that I am voluntary to begin the French translation and the Spanish one. ### If applicable, add mockups / screenshots to help present your vision of the feature _No response_
