Updated libVLC

### Is your feature request related to a problem? Please describe. Creating this for more consistent tracking. Currently our version of VLC is quite old, and lacks a ton of features that we need for better audio and video synchronization over the network. We would like to update to a newer version of VLC (such as 4.0) which provides us with the features we need to better synchronize audio and video. ### Describe the solution you'd like An updated version of libVLC ### Describe alternatives you've considered Suffering through Universal Media Player. ### Additional Context As of right now, this is blocked due to various issues encountered with the official Unity integration of libVLC - notably the ability to run multiple videos simultaneously in the same session. These are being investigated, but does slow this process down substantially. As of now there's two possible approaches, one of which must happen anyways: * Continue attempting to figure out if we can make libVLC workable under Unity * Make libVLC usable under Sauce, our upcoming rendering engine In either scenario, we'd need to make it work under Sauce. ### Requesters A whole lot of people.
