Support a @nonnull/@nonnullable JSDoc assertion comment
This could be used in place of the non-null assertion operator, and solve #23403. ```js while (queue.length) { (/** @nonnull */ queue.pop())(); } ``` Related is #23217, which tracks definite assignment assertions.
