Add "Reply" button to comments

## Explanation It would be very useful to have a quick **Reply** button for comments. Some issues/PRs have very long conversations and contributions are often small replies to specific comments. Context can easily be lost. --- ## Example Mockup of what I'm expecting (added [fa-reply](http://fontawesome.io/icon/reply/) to #129 from this repo): ![github-reply](https://cloud.githubusercontent.com/assets/95717/15748651/459d7150-28a5-11e6-9ec0-a92e16720127.png) Clicking the **Reply** button would take you to the comment form at the bottom of the page pre-filled with: ``` MarkDown _Replying to https://github.com/link/to#comment by @user:_ ``` So in the above example, clicking the reply button on the first comment would pre-fill the comment box with: _Replying to https://github.com/dear-github/dear-github/issues/129#issue-134635222 by @aensley:_
