Unified command for linting and formatting

It should be possible to _check_ if files would be formatted _and_ if there are any lint violations in a single Ruff invocation. It should be possible to _apply_ linter fixes and formatting changes in a single Ruff invocation. The design of this interface is still being discussed internally.
